I've come across this many times with the older generation of silver fish anglers, those who are not familiar with modern Carp puddles, hence the bulk of even a modest Carp is unfamiliar. So if a mate, or someone he trust at least, tells him he has had a 27 out and he apparently has a photo of it to prove it, he had no reason to think it was otherwise. The chap you should be slinging any ridicule at is the guy who claimed he weighed that modest* fish as a 20+, what a numpty! But at least STK now knows that when Snowman, Spudgun, and yours truly, tell him, as we have, that the best we ever came across in the pond would be around 16lb- ish, we are more likely to be right than his mate. BOF *I think you on the money Jimmy, it's a very modest fish indeed.
