Don't really know if this is a daft question. but feel a bit stupid asking it.
am going to buy a 3m or 5m whip. can you buy it already elasticated or do you have to do it yourself. and the same to a 11/13 metre pole as it looks complicated to me to elastacate one as I am not really good at tying knots.

You can get them already elasticated but you can't be sure on the age/strength/reliability of what's in there. Better to elasticate yourself if you can, or ask at the shop when you buy the whips, any half decent shop should be willing to help.

Personally I wouldn't elasticate a whip of 3m, as you would lose so much length having to cut it back to accommodate elastic, equally they aren't really built for elastic. A 3m whip really is a specialist bit of kit for fishing for smaller species where speed is important, and swinging fish to hand often using fine lines etc.
At 5m you could fit elastic, but again you will need to cut back so much or even remove the flick tip section completely, so you will likely lose a lot of length. Another thing to consider is you will lose a lot of the action of the whip at shorter lengths when fitting elastic. Depending on what your fishing for a short margin pole may be more appropriate?
Fitting of elastic is really quite easy, if you go on YouTube plenty of guides on what to buy and what to do. Much of how you elasticate a pole will also depend on the type of pole you buy, ie if a side puller is fitted on the top kits, are bushes fitted etc. Some tackle shops will do this for you on purchasing.

I went through the same thing last year after coming back into fishing. I had some rods from years ago but after going to Bobco, Bob suggested getting some whips and rigs for the kids as it was easier to get them into fishing than rod and reel. Bought a couple for £6 each and then set about looking at how to attach the rigs. A couple of videos here on how to set up a flick tip www.youtube.com/watch?v=2VUUidYPqbowww.youtube.com/watch?v=dx749Y3NeBkI actually used my kids 4m whip on a Yorkshire fishing match and came middle of the results so not too bad. one thing that didn't go too well was hooking carp. I don't think they were too big, about 2-4lb, but they had nowhere to go on the flick tip so most just pulled off. After this I elasticated them with duraslip 5, I think, and the kids have had carp to 6lb out with them I bought a pole start of this year and the kids now use top 4 or 5 which is longer than the whips but also much lighter and it's much easier with side pulla's, the whips just had bungs as they were telescopic. Elasticating top kits is easy enough but as mentioned above tackle shops will be able to advise on the grade of elastic based on your fishing and also fit them for you for a small charge Since getting a pole I've hardly picked up a rod except when feeder fishing past my pole length
