26/06 REVIEW OF THE BLUE BADGE DISABILITY CONCESSION (SW/RFERAC/06/15)
Adrian Taylor introduced the report on the review of using the Blue Badge system as the criterion for a disability concession on the price of a rod licence and whether eligibility should be extended to include all people in receipt of Disability Living Allowance (DLA).
Members commented as follows:
a) Whether the assessment of the DLA was means tested. ACTION: AT
b) Concern that a financial assessment had not been carried out on the impact of including those in receipt of a DLA. The inclusion would improve the recreational opportunity for disabled people and any reduction in Environment Agency funding as a result of this amendment should be offset by Grant in Aid (GiA).
The Committee AGREED unanimously that the eligibility for a disability concession, as currently offered through the Blue Badge system, should be extended to include all people in receipt of the DLA.
