It'll have been for not being in control of his rods. He'll either have been too far away, not had bite alarms/remote or have been so comatose that the EA bailiff/his alarms couldn't raise him from his slumbers.
I have been told that the bloke did not have alarms and was asleep a distance away from his rods, which needs no further explanation in to the list of issues with fishing in such a manner.
At the end of the day, if that is the case then i completely back the EA up on this - Power to their elbow. There are thousands of Carpers that sleep when their rods are out every day, can you imagine the storm this would cause if the bloke had actually been fishing quite legitimately?
you carp anglers need fining just for trying to catch one its cast in and wait and wait and wait and wait and end up with nothing what bit of carp gear I had is now in the bin ...what a waste of a morning
